For more information, please visit .Infrastructure Vice PresidencyGlobally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. It currently consists of four global departments: Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance Department. It oversees the Bank's work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. Infrastructure represents around $110 billion of the Bank's portfolio. For more information: .Unit OverviewThe Infrastructure Energy Global Programs (IEEES) unit manages donor-funded global energy programs such as the Energy Sector Management Assistance Program (ESMAP) and energy climate finance programs. The unit also provides general guidance to EEX GP in the preparation and management of trust funds, including acting as focal point for the GP's strategic fundraising efforts. Considered an integral part of the EEX GP, ESMAP is a global knowledge and technical assistance TF program, administered by the World Bank. It provides analytical and advisory services to low- and middle-income countries to increase their know-how and institutional capacity to achieve environmentally sustainable energy solutions for poverty reduction and economic growth.The Energy Climate Finance (ECF) Team, housed in the EEX GP Strategy & Operations Unit (GEESO), was created to provide integrated solutions to the GP for accessing various climate finance sources in order to develop more affordable financing packages for client countries. The Team provides strategic direction and supports EEX operational teams for the pipeline and portfolio of the following programs/funds: Clean Technology Fund (CTF), Scaling-up Renewable Energy Program (SREP), Accelerating Coal Transition (ACT) and the Renewable Energy Integration Program (REI) within the Climate Investment Funds (CIF), Global Environmental Facility (GEF), Green Climate Fund (GCF) and Canada - World Bank Climate Innovation Financing Facility (CCIFF). Besides, it also strives to identify synergies with other programs providing climate financing for energy projects, including carbon asset creation and financing programs such as the Scaling Climate Action by Lowering Emissions (SCALE). The Energy Climate Finance Team operates as a one-stop shop within GEEDR for accessing climate finance resources.Job Duties and Responsibilities:The extended term consultant will be expected to support the task team and the Lead Energy Specialist of the ECF Team in key knowledge, operational and program coordination tasks.The main tasks for the extended term consultant are listed below:

  • Trust Fund management of ECF managed Programs--- Coordinate with WFA and DFi in setting-up trust fund accounts to facilitate resource management of ECF managed Programs. This includes Trustee, Windows and disbursing accounts for project financing, supervision fees and administration budget.--- Collaborate with WFA and CIF Sec in CCMM (CIF Capital Market Mechanism) reporting activities, including disbursement projections, pipeline project details, and inputs to Credit Rating Agency template.--- Liaise with WFA, Loans accounting, Legal, DFI, etc. on issues related to grant agreements, disbursements, reflows, MPIS, etc.--- Collaborate with WFA in reviewing and restructuring the existing Trust Fund hierarchy of EFC managed programs, as needed, to ensure they support implementation of the project activities.
  • Financial management of ECF managed Programs--- Collaborate with Trustee to ensure funds are requested and transferred in a timely manner to support project implementation.--- Financial monitoring of ECF programs under management of the EEX GP, including CTF, SREP, REI, ACT, CIF-TAF, GEF, and GCF including expense monitoring, and providing updates of the budget situation.--- Coordinate admin budget planning exercise for CIF programs to CIF Secretariat.--- Performing review and analysis of funding allocations to ensure consistency with approved budgets.--- Prepare, as needed, budget utilization and available funding report to the ECF management.--- Conduct data analysis on operational and financial trends, including trust fund financing.--- Reconcile financial statements prepared by WFA with program progress reports and responding to inquiries from program trustees on reconciliations.--- Monitor implementation of the CIF work program and budget and flag issues, as appropriate, for management consideration.
  • Support Operational teams on Trust Fund management--- Provide guidance and support to task teams, including fund allocation, additional financing, fund transfers, extension of TF closing dates, GFR creation, etc.--- Manage the allocation of supervision budget to the Task Teams for CTF and SREP programs.--- Coordinate and interact with TTLs/task teams and BPS staff on all aspects of the resource management process for ECF programs.--- Support task teams to develop business plans, unit allocations, progress reports and mid-year and retrospective reviews, as well as cross-support issues.--- Advise regional TTLs/task teams/resource management staff on disbursement and other matters related to ECF programs.
  • Fiduciary obligations and compliance related to ECF managed Programs--- Collaborate with program secretariats, trustee, and other Bank units (e.g., BPS, WFA, OPCS, Legal), in fulfilling the financial obligations under the provisions of the financial procedure arrangement (FPA) related to commitment and disbursement of resources under ECF managed Programs.--- Prepare and submit quarterly CTF/SCF reports/FPA annexes, including interests, loan repayments, commitment fee, co-financing, Board approval, cancellations, etc.--- Liaise with IT team and CIF Secretariat to identify and address technical and system related issues to ensure efficient and accurate reporting.--- Provide inputs to financial status reports, other progress reports, as needed.--- Ensure ECF managed Trust Funds are managed in compliance with the applicable financial management policies and procedures.Selection CriteriaThe selected candidate will possess the following:
  • Advanced degree (master's) is required in a relevant field (e.g., Law, International Business, Public Policy or related field).
  • At least 5 years of relevant professional work experience including Portfolio monitoring, trust funds and communication with the relevant stakeholders with at least 2 years of professional experience in Climate Finance programs.
  • Practical experience on the World Bank Group operational policies and procedures, operational project management, and acquaintance with lending operations for climate finance projects.
  • Experience in Data collection and management proficiency using the World Bank information systems and analytical tools and prepare various reports.
  • Good understanding of the broader development and institutional context within which the Bank's external funds (trust funds and other partnership instruments) are established and implemented.
  • Familiarity with World Bank trust fund policies, procedures, and administrative systems.
  • Proven capacity to work simultaneously and effectively on a variety of tasks, independently adjusting priorities and achieving agreed results.
  • Strong interpersonal skills and demonstrated ability to work in teams and lead small teams to achieve results and foster cooperation across organizational boundaries.
  • Ability to apply a practical approach to problem solving, interpret background analysis, and produce high-quality work outputs.
  • Should be a self-starter, with a demonstrated high level of initiative.
